If you want to add a language pack to Joomla you should do the following:

put 777 permission on configuration.php and from the admin panel disable FTP.(global configuration)
put 777 on language and admin/language directories
from the admin panel upload and install language
put permission back to 755 for directories and 644 for files, in this case file is configuration.php and directories are language and admin/language
